Re the Application for extra pay made by the Officers of this Department I beg to suggest the following for your Consideration.

Mr. Allen's pay as Senior Clerk in this Department was $60 per month; nothing has as yet been done with this $10. Mr. Rebeiro is perhaps entitled to it, owing to Seniority but he has now $40 of an allowance as Marine Sorter a considerable addition I would therefore propose that Mr. Lopes be granted this $10 until the efficiency of my staff has been brought up to its proper level (Mr. Lopes is at present Senior Clerk here). The Salaries drawn by this staff in November last year Amounted to $540 per Month; that figure would no doubt be set down in the estimates for '99 but as a matter of fact that amount is now only $840 per month and therefore leaves a margin of $100 per month which so far as I know has not been portioned out or applied to or for any other purpose.

Some thing might be done with this but not as extra pay for extra work as I am not in favour of any thing of that sort being inaugurated for various reasons.
